President Aoun Signs 3 Decrees for Public Sector Employees

President Michel Aoun signed Decree No. 9752 dated July 28, 2022, which grants the Ministry of Finance a cash advance of 140 billion Lebanese pounds to provide productivity allowances for public administration employees and those working in the State Employees Cooperative for the months of August and September 2022. Also, President Aoun signed Decree No. 9753 dated July 28, 2022, which modifies the temporary transportation allowance for public sector workers. The decree states: "Article One: The temporary transportation allowance stipulated in Law No. 266 dated 23/10/1993, set in Decree No. 538 dated 14/10/2008 and amended by Decree No. 8143 dated 26/8/2021 and Decree No. 8741 dated 28/1/2022, is amended to become 95,000 L.L. for each actual attendance day. Article Two: This decree is to be published and notified as necessary and is effective from the first of the month following its publication."

President Aoun also signed Decree No. 9754 dated July 28, 2022, which grants productivity allowances to public administration employees. The decree, effective from August 1, 2022, states: "Article One: Public administration employees (permanent staff, contractors, workers, technical service providers) and those working in the State Employees Cooperative are granted a daily productivity allowance calculated as follows: - 150,000 L.L. for category five and technical service providers - 200,000 L.L. for category four - 250,000 L.L. for category three - 300,000 L.L. for category two - 350,000 L.L. for category one. To benefit from the provisions of the first paragraph above, employees must attend at least three days a week from Monday to Thursday. If the employee attends on an additional day (Friday), the productivity allowance for that day will be calculated based on the fifth day of the week. Article Two: The allowance mentioned in the first article above is due for the months of August and September 2022. Article Three: Any employee, contractor, or worker who fails to attend for at least three days a week without a legitimate reason will be reported to the Central Inspection. Article Four: The details of implementing this decree will be determined by decisions issued by the Minister of Finance and the relevant minister. Article Five: This decree is effective from August 1, 2022, and is to be communicated as needed."
