U.S. President Joe Biden announced a new proposal to halt the war in Gaza, consisting of three phases.
**Phase One**
Biden explained that the first phase will last six weeks and includes a comprehensive ceasefire and the withdrawal of Israeli forces from residential areas in Gaza. He added, "If negotiations take longer than six weeks, the ceasefire will continue as long as talks are ongoing."
**Phase Two**
In the second phase, there will be a prisoner exchange, where Israel will release all living Palestinian prisoners in exchange for the withdrawal of Israeli forces.
**Phase Three**
In the third phase, a comprehensive reconstruction plan for Gaza will be implemented, aiming to rebuild infrastructure and improve living conditions for the residents of the region. Biden stated, "This proposal is now on the table, and what we need is implementation."
Biden confirmed that the Israeli proposal had been communicated to Qatar and Hamas, emphasizing the importance of focusing on the ceasefire and ending the war in Gaza. He urged Israeli leadership to support this agreement despite any pressures, and requested that Israelis reconsider what might happen if this opportunity is lost.
He warned of the increasing risks of international isolation for Israel if this chance to achieve peace is not taken, stressing that this proposal represents a real opportunity to end the conflict and bring stability to the region. He added that if this agreement is executed, it could help Israel become more integrated into the region, including normalization with Saudi Arabia.
Biden noted that Egypt and Qatar are working to ensure that Hamas does not resume any military operations against Israel, calling on Hamas to accept the deal.
