The Presidency of the Council of Ministers issued a decision numbered 141/2023, titled "Formation of a Committee to Study Requests for the Evacuation of Foreign Nationals and Associated Measures." It states: "The Prime Minister, based on Decree No. 8375 dated 10/9/2021 (appointing Mr. Najib Mikati as Prime Minister), in light of recent developments and for the sake of safety and public interest, decides the following:
Article 1: A committee is formed to study the requests for the evacuation of foreign nationals from Lebanon, chaired by the Secretary-General of the Supreme Defense Council and comprising representatives from:
- The Ministry of Foreign Affairs and Emigrants
- The Ministry of National Defense
- The Ministry of Interior and Municipalities
- The Ministry of Public Works and Transport
- The Army Command
- The General Directorate of Internal Security Forces
- The General Directorate of General Security
- The General Directorate of State Security
- The Customs Administration
Article 2: The committee's task is to study requests for the evacuation of foreign nationals from Lebanon, as well as requests for foreign military aircraft to fly in Lebanese airspace and land at Rafic Hariri International Airport carrying hazardous materials to support preparations for this evacuation, in accordance with applicable laws, regulations, and diplomatic protocols.
Article 3: The aforementioned committee may seek assistance from any relevant public administrations, institutions, and embassies in order to fulfill its mission, and it shall submit a report on the requests it receives within a maximum period of 48 hours from the date the request is received.
Article 4: This decision shall be communicated as necessary."
