US Draft Resolution for Ceasefire in Gaza Presented for Vote in the Security Council

The United States has submitted a draft resolution to the UN Security Council proposing a "immediate and sustainable" ceasefire in Gaza. The draft also calls for facilitating the passage of aid, the release of hostages in Gaza, and emphasizes the importance of a two-state solution. According to US media reports, the resolution includes:

* Immediate and sustainable ceasefire to protect civilians from all parties, allowing the delivery of essential humanitarian aid, alleviating humanitarian suffering, and supporting diplomatic efforts to ensure a ceasefire and the release of all hostages.

* Intensification of diplomatic efforts to create conditions for a sustainable cessation of hostilities and achieve lasting peace in line with Resolution 2720.

* A call for all parties to comply with obligations under international law, including international humanitarian law, concerning the protection of civilians and civilian objects, delivery of humanitarian aid, and protection of relief organizations, medical services, and infrastructure.

* Emphasis on the urgent need to expand the flow of humanitarian aid to all civilians in Gaza and remove all barriers preventing widespread humanitarian assistance.

* Rejection of any forced displacement of civilians in Gaza and violations of international and humanitarian law.

* Reiteration of the demand for Hamas and other armed groups to allow the delivery of aid to all remaining hostages.

* Requirement for all parties to respect their international obligations regarding all individuals in detention and uphold the dignity and human rights of all detained individuals.

* Urging all member states to intensify efforts to combat terrorism financing, and to restrict funding to Hamas in accordance with international law.

* Requesting the Secretary-General to appoint a humanitarian and reconstruction coordinator for Gaza, along with the Special Coordinator for the Middle East Peace Process and other officials to provide the necessary resources and support to accelerate the establishment of a UN mechanism to streamline aid delivery and ensure access for civilian entities.

* Calling on the parties to the conflict to cooperate with UN efforts on the ground to expand aid delivery and ensure sustainable, unobstructed flow through all available routes, including crossings such as the Kerem Shalom border crossing and cooperating to open additional crossings and a maritime corridor.

* Conducting a rapid assessment of damage and needs in North Gaza to coordinate reconstruction efforts through the UN Special Coordinator’s Office in collaboration with the World Bank and the European Union.

* Emphasizing the necessity of respecting and protecting hospitals, medical facilities, and their staff and transport by all parties in accordance with international humanitarian law.

* Allowing for the provision of necessary equipment to United Nations personnel and associated agencies, including satellite-linked phones, communication devices, armored vehicles, and other essentials for their safety.

* Highlighting the key role of all UN humanitarian agencies in delivering aid, welcoming the Secretary-General's decision to investigate allegations that some UN and UNRWA staff participated in the October 7 attacks.

* Rejection of actions that lead to the reduction of Gaza’s territory, including the establishment of buffer zones or any destruction of civilian infrastructure.

* Condemning calls from ministers in the government for the establishment of settlements in Gaza and rejecting any attempts at demographic or territorial changes to Gaza.

* Stressing the importance of preventing the extension of conflict to the region and urging everyone to exercise maximum restraint.

* Condemning attacks by the Houthis on ships in the Red Sea and demanding their immediate cessation.

* Affirming that lasting peace can only be built on a permanent commitment to mutual recognition and full respect for human rights, free from violence or incitement.

* Renewing a steadfast commitment to the two-state solution vision, where two democratic states, Israel and Palestine, coexist peacefully within secure and recognized borders, in accordance with international law and UN resolutions, while emphasizing the unification of Gaza with the West Bank under the Palestinian Authority.
