Libya announced on Sunday the start of the withdrawal of foreign fighters from the country, a step that could pave the way for the implementation of the stalled roadmap. Libyan Foreign Minister Najla Manqoush stated that groups of foreign fighters "have already left Libya." During a joint press conference with the Kuwaiti Foreign Minister, the minister described the step as "a very simple beginning" for the exit of foreign fighters from Libya. The issue of foreign fighters and mercenaries is considered one of the main obstacles to the implementation of the roadmap in Libya, which is hoped to culminate in elections by the end of this year.
