Circular Regarding the Regulation of Entry and Exit to the Vehicle Registration Department

The Traffic Control Room published a circular via its Twitter account concerning the provision for the necessary work related to urgent transactions within the various departments and branches of the Vehicle Registration Department.

The circular stated: "Based on the decision of the Secretary-General of the Council of Ministers No. 96/M.S. dated 6/2/2021 (updating the COVID-19 response strategy and the gradual easing of lockdown restrictions), to reduce congestion within the departments and branches of the Vehicle Registration Department and to ensure the safety of citizens and employees alike, until the end of the public mobilization phase, and based on a proposal from the head of the Vehicle Registration Department, the following will regulate the gradual entry and exit to the departments and branches of the Vehicle Registration Department:

- All citizens involved are allowed to follow up and complete their transactions in all branches and departments of the Vehicle Registration Department to ensure the continuity and good progress of work and execute necessary transactions, provided they obtain a movement permit from the platform affiliated with the General Directorate of Internal Security Forces, as follows:

**Phase One:** Begins this morning with 20% of employees present, allowing for the completion of transactions as follows:

- Release of all seized vehicles.

- Issuance of all certificates related to vehicles and driving licenses, which will be issued for use outside Lebanon, to be delivered on Tuesdays and Thursdays of each week.

- Renewal of expired driving licenses only.

- Issuance of international driving licenses and replacements for lost licenses.

**Phase Two:** Begins on Monday, 8/3/2021, with 50% of employees present, allowing completion of the following transactions in addition to what was mentioned in phase one:

- Registration of foreign vehicles and equipment which are being registered for the first time, to be completed by the purchasing team.

- Stopping all vehicles from operating.

**Phase Three:** Starts on Monday, 22/3/2021, where all remaining transactions, in addition to those stated in phases one and two, will be completed, except for obtaining a special number for a fee, which remains suspended until further notice in line with the health situation in the country, including, but not limited to:

- Registration of all types of motor vehicles.

- Collection of annual road fees and distinctive plate fees.

- Release of vehicles that meet legal conditions for de-registration.

- Resuming work on theoretical and practical driving tests, ensuring that the number of lists does not exceed one list in the morning and one in the afternoon, while allowing for an addition of 5 requests (express fee) on each list, with a written approval required from the Director General for any list organized outside this circular.

Priority will be given to those who have previously obtained a test appointment receipt, and the issuance of test appointment receipts will resume starting 5/4/2021.
