The Minister of Public Works and Transport in the caretaker government, Ali Hamiye, conducted a regular field tour of all marine outfalls located in the areas of Nahr al-Mout, passing through Jal el-Dib to Dbayeh. He pointed out that "all of them are clear without any blockage, and their continued state hinges on not allowing waste to accumulate, which is carried by the floods into the drainage channels along the highways. Everyone must take responsibility."
