Sources following the situation have indicated that the proposal delivered by the U.S. Ambassador in Beirut, Dorothy Shea, to the three presidents includes granting Lebanon its demands for the full acquisition of Line 23, in addition to the Qana field, meaning Lebanon would obtain an area of 860 square kilometers plus the entire area of the Qana field. The proposal includes separating the land demarcation from the maritime demarcation and establishing a buffer zone under Lebanese sovereignty instead of the security zone requested by the Israelis, while point B1 remains linked to the land demarcation and is left for indirect negotiations between Beirut and Tel Aviv.

The plan notes the readiness of Total and other companies to begin exploratory drilling in Lebanese fields after the agreement is finalized and signed. As the President of the Republic has started contacting officials to prepare Lebanon's response and announced that he will work to form a military, technical, and political committee to study the proposal and respond within a week, sources indicate that Lebanese approval would mean scheduling a date for indirect negotiations in Naqoura to finalize the agreement.

Lebanon will sign the document separately from the Israeli signature, which should also include the signature of a representative from the United Nations and a representative from President Joe Biden's administration. Subsequently, a decree will be prepared for the Lebanese government to sign and deposited with the United Nations.

Official Lebanese sources expressed optimism about the agreement through "Al-Jarida," considering that the U.S. proposal includes all Lebanese demands. These sources believe that finalizing the agreement should reflect positively on the internal situation, inevitably impacting the formation of the government and the election of a new president.
