He urged "all parties to exercise maximum restraint," according to Farhan Haq, Deputy Spokesperson for the UN. Haq added: "Israel must fulfill its obligations under international humanitarian law, including the proportional use of force and taking all feasible precautions to avoid harming civilians and civilian targets during military operations."
