Russian Foreign Minister Sergey Lavrov stated on Monday that the agreement for exporting Ukrainian grain through Black Sea ports will no longer be operational unless the U.N. agreement with Moscow is fulfilled to overcome obstacles to Russian grain and fertilizer exports. During his visit to Nairobi, Lavrov said, "If everything remains as it is, and it is clear that it will, it will be necessary to proceed from the fact that the agreement is no longer in effect." He added, "The agreement has never been realized, as less than three percent of the grain exported under the agreement has reached the world's poorest countries."
