A report prepared by a Pakistani intelligence agency indicated that "a new unknown militant group called the Pakistan Jihad Movement is involved in the attack." Reuters was unable to confirm the report.

The attack comes after Pakistan announced a new campaign against militants following a resurgence of attacks in recent months, including a bombing at a mosque in February that killed over 100 people.
