When Will Russia Commit to the "New START" Treaty?

Russian news agencies reported Deputy Foreign Minister Sergey Ryabkov stating that "Russia will return to full compliance with the 'New START' treaty if Washington abandons its 'hostile stance' towards Moscow." He noted that "this step was not a surprise to Moscow," and that "the decision by Russia to suspend the 'New START' treaty remains in effect regardless of any retaliatory actions." Regardless of any actions or counteractions from the U.S. side, the decision to suspend the START treaty has not been shaken." He added, "Our condition for returning to full reactivation of the treaty is for the United States to abandon its fundamentally hostile stance towards Russia."
