North Korea's envoy to the United Nations, Kim Sung, held the United States and South Korea responsible today for creating a dangerous situation on the Korean Peninsula. Speaking before the United Nations General Assembly, Song stated that as a result, his country "urgently needs to strengthen its self-defense capabilities."
