The Russian state news agency reported that Deputy Foreign Minister Sergey Ryabkov stated that Moscow has received proposals from Washington regarding limiting arms proliferation and is currently considering them. The agency also quoted Ryabkov as saying that "Russia is not yet ready to resume dialogue on strategic stability with the United States but is willing to discuss the new proposals put forward by Washington concerning prisoner exchange."
