The Deputy Secretary-General of "Hezbollah," Sheikh Na'im Qassem, affirmed during a graduation ceremony for students at the Horizons Institutes that "Lebanon is based on consensus and balance, and it is the duty of the MPs to create suitable conditions for the institutions to function." He noted that "the Lebanese government must find solutions to the issue of Syrian displacement to Lebanon and have the courage to establish regulations to manage it." He also pointed out that "dialogue is the path that leads to the parliamentary council, and those who reject it do not want to sit with their opponents. Instead of increasing the plight of the Lebanese with excessive incitement, work towards achieving the presidential and parliamentary elections in a unifying manner."
