Decision by the Governor of Beirut Regarding the Counting and Registration of Displaced Persons

The Governor of Beirut, Judge Marwan Abboud, issued a decision numbered 37 dated May 8, 2023, concerning the national survey campaign for the counting and registration of Syrian displaced persons, as stated in a statement issued by the Public Relations Department. Based on the coordinating meeting held at the Grand Serail on April 26, 2023, chaired by Prime Minister Najib Mikati, and based on the letter from the Minister of Interior and Municipalities, Bassam Mawlawi, number 42/S dated May 2, 2023, it is requested that all local leaders in Beirut, within their respective areas, register data on all Syrian displaced persons residing in their locality within one month from the date of publication of this decision, in order to regularize their residency status, under the threat of appropriate legal measures against them. They must keep photocopies of their identification documents, residency cards, and their registration cards with the UNHCR. Subsequently, all files should be submitted to the Governorate Office upon the expiration of the one-month period granted to them. Each displaced person will receive a certificate confirming this registration from their local leader.

No local leader is permitted to process any transaction or issue any certificate for a displaced person without including proof of their registration, and this decision shall be communicated as necessary.
