The White House stated: "Biden will allow the Department of Health and Human Services to use the authorities outlined in the Cold War-era Defense Production Act to enable investments in essential medicines." The areas of investment will also include "counter-medical measures, which encompass supplies that diagnose, prevent, or treat diseases associated with chemical, biological, radiological, or nuclear attacks."
