COP 28 will take place from November 30 to December 12 in Dubai, a major oil-producing hub. Among the leaders expected to attend the conference starting tomorrow, Thursday, are U.S. Secretary of State Antony Blinken, Indian Prime Minister Narendra Modi, and British Prime Minister Rishi Sunak. Reuters reported this week that U.S. President Joe Biden will not attend.
