COP28: New Draft Sparks Debate on the Future of Fossil Fuels

The United Nations climate agency published a new draft for the "COP28" climate conference agreement today, which includes a set of options regarding the future use of fossil fuels, a highly controversial issue at the conference. The options included in the text, which is still under negotiation, are:

- Phasing out fossil fuels in accordance with the best available science.

- Phasing out fossil fuels in accordance with the best available science and the pathways from the Intergovernmental Panel on Climate Change's report (Global Warming at 1.5 Degrees Celsius) and the principles and provisions of the Paris Agreement.

- Phasing out fossil fuels while recognizing the need to reach peak consumption within this decade and emphasizing the importance of having the energy sector largely free of fossil fuels long before 2050.

- Phasing out fossil fuels and rapidly reducing their use to achieve net-zero carbon dioxide emissions in energy systems by mid-century or so.

- Not including any language regarding the future use of fossil fuels.
