The General Director of Personal Status, Brigadier Elias Khoury, issued memo No. 72 concerning the commencement of work on the electronic individual and family registration program. The memo states: "Following the initiation of the electronic individual and family registration program and the evaluation process of employee performance and their work on this program, it has become evident that there is no unified mechanism among the vital records offices in implementing circulars No. 11 dated 5/2/2018 (prohibition of mentioning the phrases ‘adopted’ or ‘unknown father’ in personal status data) and No. 7 dated 19/1/2018 (prohibition of including the phrase ‘illegitimate child’ in all personal status data).
In order to standardize the working method in the vital records offices and unify the implementation mechanism of the aforementioned circulars, we emphasize that all heads of the offices must refrain from using the phrases ‘illegitimate child,’ ‘adopted,’ ‘unknown father,’ ‘temporary’ or any other phrases that could differentiate between births in all personal status data. Instead, these should be replaced with the phrase ‘not valid for inheritance transactions,’ with the aforementioned phrases to be included in the remarks section at the request of judicial authorities and in the context of inheritance disputes or at the request of the administration."
