The Chairman of the NATO Military Committee, Admiral Rob Bauer, called today for both public and private sectors in the West to shift their thinking from a focus on efficiency to emphasizing effectiveness and the desired impact in order to keep pace with an era where anything can happen at any time. He stated during a speech at a meeting of the Heads of Defence of NATO countries in Brussels: "We need a military transformation in NATO." He pointed out that in the past, public and private sectors lived in an era characterized by abundance, predictability, and control, where the focus was on efficiency. However, now, they will need to change their way of thinking to adapt to "an era in which anything can happen at any time, an era where we need to anticipate the unexpected and focus on effectiveness to achieve full efficiency."
