According to sources, the Biden administration and Congress began discussing this potential scenario in 2023. Both the White House, NATO leadership, and Kyiv understand that a Trump victory in the upcoming elections in November would likely mean a halt to assistance for Ukraine. An unnamed U.S. official stated that it is crucial to not only allocate the funds but also to use them before the elections, as Trump could prevent the disbursement of the allocated funds in the 2024 budget that have not been spent.
