No group has yet claimed responsibility for this attack, and the motives remain unclear. Shillas is located in the Gilgit-Baltistan region, near Khyber Pakhtunkhwa, where attacks have been increasing for years. The Pakistani Taliban has previously claimed responsibility for some of these attacks. Shillas is a well-known tourist destination and is situated near a China-supported dam under construction.
