The head of the Lebanese Phalange Party, MP Sami Gemayel, sent a letter to Minister of Finance Youssef Khalil, urging him to implement "the decision of the interim administrative judge Karl Irani No. 627/2022-2023, which mandated the Minister of Finance to provide Gemayel with a copy of the preliminary report related to the forensic audit of the Lebanese Central Bank's accounts and activities prepared by Alvarez & Marsal, immediately and without delay."
Gemayel had previously submitted a request on June 27, 2023, to the Ministry of Finance to obtain information, asking for a copy of the forensic audit report in accordance with the Right to Access Information Law No. 28 dated February 20, 2017. After the Minister of Finance rejected his request, Gemayel resorted to the State Shura Council, which ruled that the report belongs to the Lebanese people, who have the right, alongside any administrative or judicial authority, to know the factual, legal, and undisclosed reasons that led to the collapse of the entire economic and financial system in Lebanon. The Shura Council's decision also confirmed that the Ministry of Finance could not invoke the confidentiality clause in the contract signed between Alvarez & Marsal and the Lebanese Republic, as it contradicts the provisions of the Right to Access Information Law.
