Halivi explained that Netanyahu's document indicates there is no representation for the Palestinians, while simultaneously suggesting that an agreement should be reached through negotiations between both parties. Netanyahu's proposals include a clause regarding a Palestinian state, where Israel firmly rejects international dictates concerning a permanent settlement with the Palestinian people. He stated that "such an arrangement can only be reached through direct negotiations," emphasizing that Israel will maintain control of the security in the entire area west of the Jordan River, including the Gaza border.
