American billionaire Elon Musk indicated today, Wednesday, that "the first summit concerned with AI safety in Britain aims to establish a regulatory framework to oversee companies developing this technology, as well as to warn about its risks." Musk stated, "What we really aim for here is to create a supervisory framework, so that there is at least governance representing a third party, an independent authority, that can monitor what leading AI companies are doing, and at the very least raise the alarm if there are concerns." He added, "I don't know what the fair rules are necessarily, but you have to start by understanding the nature of things before you impose oversight and regulation." Musk expressed that "there is significant concern among those working in the AI field that governments may rush to impose rules before they understand what needs to be done." Musk's comments came after Britain published an announcement, signed by 28 countries and the European Union, which outlined a two-part agenda focusing on identifying and understanding AI risks scientifically and building policies in coordination among countries to mitigate them.
