Prime Minister Najib Mikati issued a circular to all public administrations and institutions stating that "no decision should be made that would lead to securing additional financial needs, not covered by their appropriations, without prior consultation and coordination with the Ministry of Finance and the relevant authorities, otherwise it will not be processed."
