The Federal Integrity Commission announced the issuance of a default judgment sentencing a director in the Ministry of Construction, Housing, Municipalities, and Public Works to five years in prison. A statement from the government's media and communications office indicated that "the Nineveh Misdemeanor Court issued a default judgment to imprison (Ayad Rashid Khader Hamou), the former director of the Bartella Municipality, following his actions while serving as the director of the Bashiqa Municipality, which violated his job duties."
It was highlighted that the convicted individual, as a member of the execution committee, improperly referred the project for the paving of the road between the Teachers' Neighborhood and Bartella Park to another entity at a completion percentage of 100%, contrary to the directives for executing government contracts.
The court, after reviewing the gathered evidence, including statements from the legal representative of the Nineveh Municipalities and a report from the external auditing division of the Integrity Commission, which pointed out the violations in the committee's work and errors in execution that resulted in a waste of public funds, found the evidence sufficient and convincing to convict the accused. Thus, it decided to sentence him in absentia to five years in strict imprisonment, based on the provisions of Article (331) of the Penal Code, granting the affected parties the right to seek compensation in civil courts after the judgment becomes final.
