U.S. Intelligence: The Relationship Between China and Russia Remains Deep

U.S. intelligence agencies confirmed on Wednesday that China will continue its cooperation with Russia in its ongoing attempts to challenge the United States, despite international concerns regarding Russia's invasion of Ukraine. This was stated in a report presented by U.S. intelligence agencies during the annual Senate Intelligence Committee hearing on global threats to U.S. security. The report noted, "Despite the global backlash against Russia's invasion of Ukraine, China will maintain its diplomatic, defense, economic, and technological cooperation with Russia in an effort to continue challenging the United States, even if this reduces its popular support."

The report largely focused on the threats posed by China and Russia and concluded that China will continue to use its military power and other assets against its adversaries in the South China Sea, relying on actions taken since 2022, which may include increased crossings of the Taiwan Strait and missile launches over Taiwan. National Intelligence Director Avril Haines, who serves as chief intelligence advisor to President Joe Biden, stated, "It may go without saying that the People's Republic of China, which continues to challenge the United States economically, technologically, politically, and militarily around the world, remains our top priority."
