Israeli Chief of Staff Herzi Halevi acknowledged his responsibility for the army's failure to protect Israeli citizens on October 7 during the Hamas attack. In a speech delivered during what is termed "Memorial for the Martyrs," Halevi stated, "I am the commander who sent your sons and daughters into the battle from which they did not return, and to the locations from which they were kidnapped." Furthermore, the "Times of Israel" reported that the Chief of Staff sharply criticized Prime Minister Benjamin Netanyahu for his failure to develop what is referred to as a war strategy. Halevi had previously announced the establishment of a team to investigate the events leading to the sudden Hamas attack on October 7.
