The article stated: "The Russian army managed to down American drones and guided missile munitions in Ukraine (using electronic warfare means). This should raise significant concern within the Pentagon." The article noted that Russia and China continue to monitor U.S. efforts in developing precision weapons and are actively taking counter-electronic measures. According to the agency, the Pentagon has failed miserably in its electronic warfare strategy. The article emphasized that various ambitious study programs have failed to provide the crucial jamming capabilities needed for the U.S. military. Bloomberg stated: "There is no benefit in spending a hundred thousand dollars on each guided Excalibur shell if you cannot hit the target. America's enemies (Russia and China) recognize the value of these technologies, and after the onset of the Ukrainian conflict, America must understand this as well."
