White House National Security Advisor Jake Sullivan noted that he was briefed on Israel's improved plans to minimize civilian harm in Rafah during a visit to the region earlier this week. Sullivan stated in a press conference, "The United States will monitor the Israeli operations in Gaza and whether they are causing too much killing and destruction or are more precise and proportionate." He asserted that "every country has the right to make its own decision regarding the recognition of the Palestinian state, but President Joe Biden believes that direct negotiations between the parties are the best way to achieve this."
Sullivan urged against withholding funds designated for the Palestinian Authority in response to three European countries’ decision to recognize the state of Palestine. He added, "I think it's a strategic mistake because withholding funds destabilizes the West Bank and undermines the search for security and prosperity for the Palestinian people, which is also in Israel's interest. I believe it is wrong to withhold funds that provide basic goods and services to innocent people."
Sullivan made these comments after Ireland, Spain, and Norway announced that they would recognize the Palestinian state on May 28, prompting an angry reaction from Israel.
