The French paper includes three items to be implemented in three phases, summarizing UN resolution 1701 since the resolution cannot be executed all at once:
- The first phase of the French paper stipulates a ceasefire on the borders in the near term.
- In the second phase, the French replaced the item regarding the withdrawal of armed groups to the northern Litani River with a clause about the repositioning of all groups, including Hezbollah and others, without specifying the geographical distance.
- The third phase of the French paper includes "establishing the borders, including disputed points, and the withdrawal of Israel from the occupied territories and resolving the dispute over the Shebaa Farms."
