Kyiv Mayor Vitali Klitschko and military officials announced that "explosions shook the Ukrainian capital early Wednesday," noting that "anti-aircraft units repelled attacks carried out by drones." Klitschko stated via Telegram that "initial information indicates debris from a drone fell in the Solomiansky area of central Kyiv." He clarified that "debris also fell in the Sviatoshyn area west of the capital, igniting a tree." Furthermore, Kyiv military administration chief Serhiy Popko reported that "debris also fell in the Holosiivskyi area near the city center, causing a fire in a non-residential building." No officials spoke of any injuries. The government raised air raid warnings in Kyiv, the surrounding area, and most other regions of Ukraine.
In Odesa, the governor of the Odesa region indicated that "Russian drones attacked a port and grain storage facilities in the coastal area of southern Ukraine early Wednesday, causing fires at some installations." He stated on Telegram that "there were no reports of injuries." Russia has intensified attacks on the infrastructure of Ukraine's agriculture and port sectors following its withdrawal from an agreement allowing safe export of Ukrainian grain through Black Sea ports. Ukrainian media reported that the drones came from the direction of the Black Sea and then headed west along the Danube River toward the port of Izmail, resulting in its suspension of operations. It is a key port from which Ukrainian grain is transported by barges to the Romanian port of Constanța on the Black Sea for subsequent shipment of grain.
Additionally, it was noted that "for the first time since the grain agreement ended, several cargo ships reached the port of Izmail via the Black Sea on Sunday." The Russian state news agency reported on Wednesday that Russian strikes on the Ukrainian port of Izmail targeted grain-related infrastructure, which housed foreign mercenaries and military equipment, as well as a naval ship repair yard. Ukrainian President Volodymyr Zelensky commented on the attack, saying: "Unfortunately, there has been damage. The most significant in the south of the country. The Russians have attacked the ports and grain once again, threatening global food security." A shipping source told Reuters that "strikes carried out by Russia overnight with drones caused significant damage to the Ukrainian port of Izmail on the Danube River."
