Minister of Education and Higher Education Abbas Al-Halabi announced, following a meeting with ministry officials and teacher associations in basic, secondary, vocational, and technical education, the postponement of the preparatory work for the 2023/2024 academic year in public schools and secondary institutions to Monday, September 25, 2023. After discussing all educational and financial circumstances and data, it was agreed upon to issue the following decision: "The Minister of Education and Higher Education, based on Decree No. 3876 dated 10/9/2021 (Formation of the Government), Decree No. 2869 dated 16/12/1959 (Organization of the Ministry of Education and Higher Education), Decree No. 2089 dated 18/10/1971 (Determining Actual Teaching Days) and its amendments, Decision No. 590 dated 19/6/1974 (Internal Regulations for Public Secondary Schools) and its amendments, Decision No. 1130/M/2001 dated 10/9/2001 (Internal Regulations for Public Kindergartens and Basic Education Schools), and Decision No. 695/M/2023 dated 4/9/2023 regarding the determination of the start of preparatory work for the 2023/2024 academic year."
To continue preparations for the start of the 2023/2024 academic year, and since it was not possible to begin the academic year on September 1 as stipulated by Decree 2089 and its amendments, and to ensure the best conditions for the start of the academic year, based on the proposal of the General Director of Education, it is decided: "Attendance is mandatory only on Monday, September 25, 2023, for all teachers and faculty members. Attendance from Tuesday, September 26, 2023, until October 5, 2023, is limited to the school/secondary director, supervisors, health advisor, mechanization worker, and at least one employee, and the school/secondary director may determine who is necessary from the teaching staff to attend during the period from Tuesday, September 26, 2023, until October 5, 2023, to conduct entrance exams for new students, provided that the number of days for the teacher involved in the entrance exams during this period does not exceed two days.
Teaching for the 2023/2024 academic year will begin on Monday, October 9, 2023, for all grades in kindergarten, basic education, and secondary education, with registration continuing until October 10, 2023, inclusively, and this will be preceded by the issuance of a decision regarding financial compensation (productivity) and how it will be disbursed.
