The Governor of North Lebanon, Judge Ramzi Nahra, issued a decision requesting the regional director of state security in the north to "review and instruct the necessary parties to inform the illegal Syrian residents in the municipalities of Hasroun and Barhilloun in the Kasrawan District that, according to the attached schedule, and based on the decision of the municipal council of both towns, they must evacuate the residential buildings within a period not exceeding fifteen days from the date of notification. In case of non-compliance, we request the closure of the buildings they occupy with a red seal and notification."
In this context, the municipality of Hasroun sent a letter to Judge Nahra regarding informing all Syrian residents to regularize their status within a maximum period ending on the fifteenth of this month. The letter states: "Based on the circulars issued by the Minister of Interior and Municipalities, numbers 2024/2279 and 2024/2702 dated April 20, 2024. Based on the circular issued by the esteemed Governor of North Lebanon number 2023/1 dated April 25, 2023, related to the organization of foreign labor in the North governorate to maintain public safety and security. Based on the circular issued by the acting mayor of the Kasrawan District number 1/82/2023 dated April 26, 2023, related to regulating the presence of Syrian workers and the decision of His Excellency the Minister of Labor number 41/1 dated January 28, 2017, regarding the works, professions, and crafts limited to Lebanese only based on the circular issued by the Governor of North Lebanon number 2024/1 dated April 15, 2024, based on the law of municipal fees and levies number 88/60, especially Chapter Eleven concerning the registration fee for rental contracts according to Municipal Law 77/118, especially Article 74 thereof, whereby the mayor is responsible for issuing orders and taking all local measures in matters entrusted to his care and authority under the laws and regulations to prevent anything that may affect comfort, safety, and public health.
In execution of the decision issued by the Union of Municipalities of Besher District dated April 18, 2024, the municipality of Hasroun issued this attached statement and notified all Syrian residents to regularize their status within a maximum period ending on the fifteenth of this month. Therefore, after the expiration of the legal period set by the municipality, we refer to you a schedule detailing the names of all Syrian residents and the legal status of each, and we request you to forward this schedule to the General Directorate of General Security to take appropriate measures and deport violators."
The municipality of Barhilloun also issued a letter to Governor Nahra, stating, "The acting mayor of Barhilloun, based on circular number 2024/1 issued by the North Lebanon Governorate under number 2024/1/558 concerning the census of Syrian nationals in municipalities, registered in the municipality of Barhilloun under number 2024/72 dated April 22, 2024, and at the Kasrawan District under number 2024/1/104 dated May 16, 2024, presents to you a schedule of the Syrian displaced workers present illegally in the town of Barhilloun."
