Hamas: The New Proposal for Resolution Responds to Netanyahu's Conditions

The Islamic Resistance Movement "Hamas" confirmed that it "has dealt responsibly with the efforts of the intermediary brothers in Qatar and Egypt, and with all proposals aimed at reaching an agreement to stop the aggression against our people and to conclude a prisoner exchange deal, in order to spare the blood of our people and put an end to the genocide, ethnic cleansing, and the brutal massacres committed by the occupation government and army against our Palestinian people in Gaza." It also expressed its acceptance of the intermediaries' proposal on May 6, 2024, welcomed President Biden’s announcement, and responded positively to the United Nations Security Council resolution, agreeing to the proposal presented by the intermediaries on July 2, 2024.

In its statement, Hamas indicated that "after the issuance of the tripartite statement, the movement demanded that the intermediaries provide a plan to implement what they had proposed and what was agreed upon, so that negotiations would not remain stuck in a vicious cycle due to Netanyahu's procrastination and his imposition of additional conditions and obstacles to reaching an agreement, serving his strategy of buying time and prolonging the aggression. After listening to the intermediaries about what happened in the last round of talks in Doha, we confirmed once again that Netanyahu is still placing obstacles to reaching an agreement and imposing new conditions and demands, with the aim of undermining the intermediaries’ efforts and prolonging the war."

Hamas pointed out that "the new proposal meets Netanyahu’s conditions and aligns with them, especially his rejection of a permanent ceasefire, the complete withdrawal from Gaza, and his insistence on continuing to occupy the Nitsareem Junction, Rafah crossing, and the Philadelphia route. He has also set new conditions regarding the prisoner exchange file and has backtracked on other clauses, hindering the completion of the exchange deal. We hold Netanyahu fully responsible for undermining the intermediaries' efforts, delaying the agreement, and for the full responsibility for the lives of his captives who are exposed to the same danger faced by our people due to his ongoing aggression and systematic targeting of all aspects of life in Gaza."

Hamas affirmed its commitment to "what it agreed upon on July 2, based on Biden’s declaration and the Security Council resolution," calling on the intermediaries to assume "their responsibilities and compel the occupation to implement what was agreed upon."
