Under the title "Release of Fourth Division Captives in Daraa Before Russian Agreement," Sky News reported, citing the Syrian Observatory for Human Rights, that five members, including an officer from the Fourth Division of the Syrian Army, were released after the liberation of 24 others who were all captured during an attack by opposition fighters on army forces at several checkpoints and scattered areas in Daraa. This comes after reaching a Russian-sponsored agreement to avoid military action in Daraa and to prepare for the implementation of the agreement.

The Syrian Observatory for Human Rights learned from its sources that Russian forces and the Central Committee in Horan reached a new agreement that stops the military campaign and ends the existing tension in Daraa Governorate. The agreement stipulates the entry of the "Eighth Corps," loyal to Russia, and its takeover of military points and sites in several areas in Daraa. The agreement also includes the displacement of dozens of individuals wanted for security reasons to northern Syria, with the number reaching about 130 wanted individuals.

In a related context, an agreement was made between Russian forces and the Fourth Division of the Syrian Army with the Fifth Corps leadership to establish a joint mechanism for implementing the agreement. According to the Syrian Observatory for Human Rights, negotiations took place between the Central Committee in Horan and a delegation from the Syrian government under the supervision of Russian forces several times at the municipal stadium in Daraa, without reaching a solution that satisfies the parties.

The Syrian Observatory for Human Rights documented further human losses among civilians and military personnel due to the violent events that have occurred in Daraa Governorate since last Thursday, with the total death toll exceeding 30 people. Activists from the Syrian Observatory observed a violation of the cautious calm in Daraa, as rocket shells fell on the neighborhoods of Daraa Al-Balad and the Road of the Dam, coinciding with medium-caliber gunfire targeting Daraa Al-Balad, while negotiations continue to reach a final solution to restore calm to the area.

The Syrian Observatory noted the displacement of thousands of citizens from the areas of Daraa Al-Balad, the Dam, and the camp in the city of Daraa, searching for safer places and fleeing from army attacks on their areas, with most of them displaced to the neighborhoods of Daraa Al-Mahatta, amidst difficulties in movement between the areas and the tightening siege imposed by government forces on the towns and villages.
