The Lebanese Association for Democratic Elections (LADE) accompanied the electoral process and recorded its observations. LADE reported via its Twitter account that "in one of the counting centers in Beirut, the counting is taking place amid a power outage despite promises from the Ministry of Interior to ensure power during counting." This morning, LADE urged the Ministry of Interior and Municipalities to issue an immediate circular to polling committees obliging the president and the clerk to sign on the back of the official ballot paper and for the president to sign the official envelope stamped. LADE received information about delivering ballot papers without signatures or signed only on the front, which could be considered an additional mark on the ballot that might invalidate it.
LADE reported via Twitter a series of violations, including: a security official intervening in the voting process in Mazraaat Sijd in Hermel, representatives of one list expelling representatives of a party outside the polling center in a church in Biqa due to a dispute, and the withdrawal of LADE monitors from الرمادية and Mazraat el-Tout after being threatened by party-affiliated representatives. LADE called on the Ministry of Interior to intervene to facilitate the work of the monitors and ensure their safety and that of everyone involved. Significant chaos was observed in some polling centers in Metn, with ballot papers being handed out without removal of the serial number.
LADE also documented "continuous breaches of electoral silence by candidates and politicians, including President Michel Aoun." It noted a lack of knowledge about the electoral law in northern Metn. Through its Twitter account, it reported that attacks on its monitors were recurring in some areas and reiterated its demand for the Ministry of Interior to protect its monitors and facilitate their work.
Later, LADE announced via Twitter the suspension of elections in polling number 33 in Al-Ram, Baalbek, and the nullification of ballots from records 34 to 50 due to a dispute among voters. On another note, LADE’s coordinator in Jezzine, Halim Mourad, pointed out that the electoral barrier is situated closely next to the polling president in Jezzine in several polling places for both the supplementary and secondary elections, making it visible to the president and anyone entering the polling station.
Furthermore, LADE's Secretary-General, Rony Assaad, confirmed to "An-Nahar" that its monitors face threats and assaults from some parties. LADE disclosed via its Twitter account another violation where security forces cut off the road in preparation for the arrival of Parliament Speaker Nabih Berri to vote at the Berri Educational Complex in Tyre - Bent Jbeil. Additionally, LADE indicated that as of now, five of its monitors have been prevented from attending the counting process inside polling stations in Haret Hreik, Mazbod, and Zarariyeh, as well as the primary registration committee in Beirut.
LADE called on the Ministry of Interior and Municipalities to facilitate the work of its monitors and allow their presence during the counting. Later, it reported that representatives of the Democratic Party attacked LADE monitors in Al-Ramliyeh and confiscated their phones for a period.
Although LADE reported an attack by party supporters on candidate Wasef al-Hamra at the polling center in Burj Al-Barajneh - Al-Manshiyeh, with shouts of "Zionist, Zionist," they also announced via Twitter about the interference of Hezbollah representatives in the counting process inside room number 6 and polling number 202 in Ainatha, south Lebanon. They pointed out that supporters of Hezbollah and the Amal Movement besieged the electoral list "Together Towards Change" in Ansar - Nabatieh after an incident involving a "Megaphone" photographer due to his documentation of Hezbollah violations within the polling center in the town.
Violations were also reported: a correspondent from the National News Agency in Sidon stated that elements from the security forces stopped a voter at the Merjan polling center in Sidon after the polling president discovered the voter attempting to bring in a mobile phone to record the list to which he was giving his vote, which constitutes a violation of the legal process and results in his vote not being counted. Additionally, a camera captured a representative of the Amal Movement closely monitoring a female voter while casting her vote, without the president intervening.
Furthermore, an outrageous violation was recorded featuring a Hezbollah representative in a polling station in Nabatieh, who was seen entering behind the barrier with a voter and scrutinizing the paper in her possession. Multiple violations were also noted in Nabi Shit in Baalbek, where only representatives of one list were present in the polling stations while others were voting on behalf of deceased or absent individuals. Moreover, the heads of polling stations in the Shahabiya Al-Faour center in Zahle faced stone-throwing attacks.
