Ukrainian President Volodymyr Zelensky has implemented a decision by the Ukrainian National Security and Defense Council to impose sanctions on 198 individuals. The decree No. 23/2023 regarding the National Security and Defense Council's decision dated January 15, 2023, on the application and amendment of specific economic restrictive measures and other personal restrictive measures was published on the "Zelensky" website. The sanctions have been imposed on artistic figures, representatives, directors, journalists, and content creators from both Russia and Ukraine. The sanctions include asset freezes, restrictions on commercial operations, prohibitions on air travel and transportation through Ukrainian territory, and restrictions on capital withdrawal from Ukraine among other measures.
