Russia failed on Monday to persuade the UN Security Council to call for an independent investigation into the explosions that occurred in September in the Nord Stream gas pipelines, which connect Russia and Germany, leading to gas leaks in the Baltic Sea. Only Russia, China, and Brazil voted in favor of the resolution drafted by Moscow, while the other twelve council members abstained from voting. For a resolution to be adopted in the Security Council, at least nine members must vote in favor, provided that none of the five permanent members—Russia, China, France, the United States, and the United Kingdom—exercise their veto.
