U.S. Treasury Secretary Janet Yellen said on Thursday that the United States is exploring ways to tighten sanctions on Iran, but acknowledged at the same time that punitive measures have not led to a change in Iran's actions or policies to the extent desired by Washington. She told lawmakers during a hearing that, in commenting on whether sanctions have changed Tehran's behavior in line with U.S. expectations, "much less than we would hope." She added that these sanctions have created a real economic crisis in the country.
