The Russian company operating the plant stated that "any potential military movement from Ukraine poses a threat to nuclear safety, and the plant's equipment is undergoing necessary maintenance." The International Atomic Energy Agency noted that "the military presence and activity in the area are increasing, highlighting the need for urgent action." Four diplomats told Reuters that "the agency intends to propose an agreement between Russia and Ukraine to the United Nations Security Council later this month to protect the facility."
