Vyacheslav Volodin, the Chairman of the Russian Duma, announced that "a decision has been made to suspend the payment of contributions to the Organization for Security and Co-operation in Europe (OSCE) for 2023 and to reschedule Russia's contribution for 2022 to this year," according to the Novosti agency. According to Volodin, the Russian Federation is facing attempts to obstruct its delegation's work at the OSCE Parliamentary Assembly. The Duma Chairman stated, "We should not pay for something we are not participating in. If they do not allow us to work this year, we will demand a refund of the contributions already paid."
