Baalbek-Hermel Governor Bachir Khodr tweeted: "Since the legal punishment for the crime of killing animals is not enough, I proposed to the judiciary to compel those who recently burned the puppies to undergo psychological treatment, and to require them to work during the summer vacation at the stray dog shelter in Baalbek under strict supervision by the volunteers managing the project, with the aim of rehabilitating them."
