He noted that "Western sanctions have resulted in the loss of some clients who could not adapt their banking systems to the sanctions." He stated that "we will consider all ships heading to the Black Sea and Ukrainian ports as carriers of military goods," and affirmed his readiness to discuss "the possibility of returning to the grain deal if the specified conditions are met." Polyansky demanded a "real, not theoretical, lifting of sanctions on Russian grain and fertilizer supplies to global markets" and called for resolving "issues related to chartering ships and insuring Russian food export shipments."
