Khoury emphasized that "the signing of the agreement establishes a new vision for the juvenile justice system in Lebanon, especially in light of the ongoing crises we are experiencing, which impose the necessity of ensuring the protection of all children and achieving equality in their access to a 'child-friendly' and safe justice system that secures their rights and preserves their best interests when they come into contact with the law, regardless of their circumstances."
