The British newspaper "The Guardian" reported that "the European Union may seek a new extensive partnership with Egypt, which includes measures to stop irregular migration and undermine inhuman human trafficking networks." It noted that "EU leaders are already exploring plans that go beyond an imminent €1 billion deal with Tunisia to other countries in Africa, as part of a broader attempt to address the root causes of deaths and disappearances related to migration." The report clarified that "this move comes after nine Egyptians were arrested on suspicion of smuggling people following a shipwreck off the coast of Greece that resulted in the death of at least 81 individuals." The newspaper observed that "the visit by the EU's High Representative for Foreign Affairs Josep Borrell, who pledged €20 million to help Egypt support refugees from Sudan, may pave the way for broader talks with Egypt."
