Azerbaijan’s foreign policy advisor to President Ilham Aliyev, Hikmet Hajiyev, has denied that Baku has reached an agreement with the separatist region of Nagorno-Karabakh to simultaneously reopen the roads leading to Azerbaijan and Armenia. He stated via X platform that "Baku offered to reopen the roads at the same time, but what he called the illegal regime in Karabakh refused," pointing out that "the road to Azerbaijan will be opened for humanitarian aid shipments, which is a primary demand for Baku."
