Bitar delivered a speech stating, "Our gathering to inaugurate the library of Fouad Chehab College for Command and Staff, after its renovation and development, marks a crucial step that highlights the continuous modernization efforts pursued by the army leadership in training operations in general, and high military training in particular." In conclusion, he thanked "everyone who contributed to the completion of the project."
